Do you need a Kickstart?

The government recently launched its £2 billion Kickstart Scheme for Great Britain aimed at funding high-quality 6-month work placements for those aged 16 to 24 who are on Universal Credit and are deemed to be at risk of long term unemployment.

Funding is available for each job and will cover 100% of the relevant National Minimum Wage for 25 hours a week, plus the associated employer National Insurance contributions and employer minimum automatic enrolment contributions. There is also £1,500 per job placement available for setup costs, support and training.

There is a requirement that applications must be for a minimum of 30 job placements. For larger companies, this may not be a problem but for smaller companies, who may have an opening for 1 or 2, could make the scheme inaccessible.

Whilst this issue has been raised with Government, the scheme does allow companies to join a group of other employers, nominating a representative for the group to submit the application, or register their interest with existing representatives, such as local authorities, chambers of commerce, or trade bodies.

We are considering whether HETAS could support its registrants by acting as a representative, allowing those registrants who require less than 30 placements to benefit. The scheme rules are still emerging but what is becoming apparent is that the amount of administrative work HETAS would need to do looks challenging.
